The Michigan DIFS
DIFS = Department of Insurance and Financial Services
What DIFS Does
- Enforces all insurance laws in Michigan
- Issues and maintains insurance licenses
- Regulates insurance companies and agents
- Takes disciplinary action against violators
- Protects Michigan consumers
The Commissioner
Who appoints: Governor of Michigan
Term length: 4 years
Responsibilities:
- Oversees all DIFS operations
- Appoints and supervises staff
- Enforces insurance laws
- Issues licenses and disciplinary orders
Types of Insurance Licenses
PRODUCER (This is what you’re getting!)
What it is:
- License to sell insurance on behalf of insurance companies
- Needs appointment from the insurance company
- Represents the insurer to customers
- Can write policies and collect premiums
Requirements:
- Age 18+
- Pre-licensing education
- Pass exam
- Have appointment from company
AGENT
What it is:
- Similar to producer
- Sells insurance
- Represents the insurer
Difference from Producer:
- Slightly different terminology
- Often used interchangeably in practice
- Same basic requirements
INSURANCE COUNSELOR (LIC)
What it is:
- Licensed Insurance Counselor
- Advises customers on insurance needs
- May or may not sell insurance
- Different role than agents/producers
When used:
- Consumer advocacy
- Insurance consulting
- Educational roles
BUSINESS ENTITY LICENSE
What it is:
- License for agencies and companies
- Allows the business to operate as an insurance entity
- Required separate from individual licenses
Example:
- John’s Insurance Agency needs business entity license
- John (the person) needs producer/agent license
- Both required to operate legally
Certificate of Authority
What it is:
- The insurer’s license (NOT your personal license)
- Proves insurance company is authorized to do business in Michigan
Why it matters:
- Shows company is regulated by DIFS
- Shows company meets Michigan requirements
- Consumer protection - company is legitimate
Different from:
- Your producer license (which is YOUR license)
- An appointment (which is permission from company to sell their products)
Pre-Licensing Education Requirements
GENERAL REQUIREMENTS
Age: Must be at least 18 years old
Education Hours: Depends on what you’re licensing for
FOR FULL PRODUCER LICENSE
Total Hours: 40 hours
Breakdown:
- 34 hours of insurance content
- 6 hours of Ethics/Moral and Regulatory Requirements
FOR LIFE OR HEALTH INSURANCE ONLY
Total Hours: 20 hours
Breakdown:
- 14 hours of insurance content
- 6 hours of Ethics/Moral and Regulatory Requirements
ETHICS/REGULATORY REQUIREMENT
Always required:
- 6 hours of Ethics/Moral and Regulatory Requirements
- Part of the pre-licensing education
- Non-negotiable for any license type
Why so important:
- Establishes ethical foundation
- Teaches you legal responsibilities
- Protects consumers

Reciprocity
What it means:
- If you’re licensed in another state, Michigan may accept that
- “Mutual recognition” of other state’s licenses
Important notes:
- You still must meet Michigan’s specific requirements
- Different states have different standards
- Reciprocity is NOT automatic
- You may need additional education or exam
Why it matters:
- If you move from Ohio to Michigan
- DIFS might recognize your Ohio license
- But you still need Michigan appointment and possibly additional hours
Appointments and Termination
HOW YOU GET APPOINTED
What it means:
- Insurance company formally appoints you as their agent
- You’re authorized to represent that specific company
The Process:
- Insurance company files with DIFS
- Company submits appointment notice
- Provides your information
- States which lines you’ll sell for them
- Timing:
- Company must file within 15 days of the agency agreement
- This starts the official appointment clock
- You’re officially appointed
- Once DIFS receives the notice
- You can sell for that company
- You represent that insurer
TERMINATION: Insurer Ends Relationship
When company terminates you:
- Company must notify DIFS
- Timeline: Within 30 days of termination
- Notice goes to: Commissioner (DIFS director)
What happens:
- Your appointment ends
- You can no longer sell for that company
- Your license may still be valid
- But you need a new company to appoint you
TERMINATION: You End Relationship
When you terminate:
- You must notify DIFS
- Timeline: Within 15 days of your termination
- Notice goes to: Commissioner (DIFS director)
What happens:
- Your appointment with that company ends
- You can then be appointed by another company
- Or let your license lapse if you’re exiting the business
